Neither you nor anyone else is allowed to enter the building with your bike, even and especially to go to the bar to refill your water bottle. You were therefore asked to leave your bike outside and you were then able to have your water bottles refilled. If you don't like it, that's your problem. We are not a stage of the Tour de France where you wait for your passage on the road with your arm outstretched and a water bottle in your hand. If you go back through the Quai Vert, you will have to get off your bike again, leave it outside the building like all the other cyclists do, go to the bar on foot, (I know it's hard) and we will be happy to refill your bottles.
