What a delightful gem in Northwest Portland. It was created to be a friendly neighborhood restaurant, unpretentious and with great food and it really hits the mark. We loved the laid back atmosphere, part sports bar and mostly friendly neighborhood bistro with French films silently projected on the walls and pool tables and pinball machines out of sight in the back. Seating is mostly booths, which I really like and the service is simply ordering from the bar with delivery to our table. The main attraction however, is the food. In our travels in France we have had the ultra high cuisine of Paris and Provence but we loved the simple bistro food that we found everywhere and that is the theme here; well prepared and delicious food without the pretentiousness of foams and micro-portions. We started with a mixed green salad with a simple vinaigrette, refreshing and delicious. I had the steak frite, a delicious cut of perfectly medium-rare steak with a cognac peppercorn sauce coupled with a large mound of fresh fries. Absolutely delicious and only $23. I haven't seen beef on a menu lately for under $40 so this was a real surprise. My wife had the Beef Bourgogne hamburger. A perfect burger with mushrooms and bacon surrounded by a moat of Bourgogne sauce. So creative and so delicious. The check came in under the cost of a night out for pizza! We love this place and will definitely be back. We even had a table side visit from Paul, one of the owners. Food: 5 Service: 4 Atmosphere: 5 Price per person: $20–30

Steak frites and duck leg confit were delicious. The Professional was a very nice drink. Reasonably priced. Good service. Great addition to the neighborhood! Price per person: $30–40

Say When is the newest restaurant to open in the Nob Hill neighborhood and I am happy to say that it is one worth going to and I am looking forward to my next time coming here! Say When was stated as being a more affordable option than what is expected from most dinner places in their Bridgetownbites article but I found this spot just as expensive as every other typical restaurant in Portland. With that, the food and especially the cocktails were delicious! We had the fries (must order) and the burger as our main meal and it was filling. The cheese they use on their burgers is awesome, I loved it. We finished with the creme brulee for a dessert and that was also tasty. Pair all of this together with the nice seating options and the Simpsons/NBA playoffs being on TV, I found Say When to be such a fun and yummy spot to enjoy dinner. I will definitely be back to try their other sandwiches, which look very French inspired, and try the rest of their enticing cocktails. The only thing I wish was improved was the ordering, which you have to do at the bar (there is no waiter). Can make it a bit cumbersome to wait in line to ask for water instead of just being able to flag down a waiter. I'm happy Say When is a great addition to the best neighborhood in Portland, I highly recommend a stop here! Food: 5 Service: 4 Atmosphere: 5 Price per person: $20–30
